RIG lag in gaming

First post, so I apologize if I'm posting in the wrong place.

I recently upgraded from a nVidia 640 to a 780ti Asus card. I'm experiencing some lag on new games like Borderlands: The pre sequel, Shadow of Mordor, etc When its gets intensive it starts to stutter and get close to 15fps, but then jumps up to 150-160fps

I also have a HP Pavillion monitor that's 27", 1080p, 60hz, 7ms. Could this be a problem with my games?

Microsoft Windows 8.1

MOBO: Gygabyte B75m-D3H
RAM: 8gb(4x2) Crucial Ballistix
CPU: Intel i5-3570K
PSU 600W
GPU: Asus nVidia 780ti Direct CUII

How many RAM sticks do you have? You have 4 of 2GB ones?

Also, I believe that your PSU is giving you bad voltages. You're going to need more than 600W for that GPU.
