I made this build and tried to keep it at a really low cost excluding the OS and the monitor. I was wondering if this is a good build and if it can run most games with at least high settings. Here is the build http://pcpartpicker.com/p/dbssvK please tell me if there's something I can do to make it better. Thank you.

I would swap out the G3258 for a Core i5 4xxx. The Pentium is known to have stuttering issues in games which can make use of multiple cores/threads such as Crysis 3, Watchdogs, BF4, etc. To make room for the upgrade switch the GTX 760 to a R9 280.
Also switch out the CX 600W for a XFX 550W unit. 550W will be enough for the system and you can get a better quality PSU for a cheaper price.
Lastly you could also do with a cheaper monitor to cut costs. EX:

Its pretty good and should run most games at high settings.
Instead of CX600, try Seasonic M12II 520 - $67 at Newegg - much better quality.
If you can, get the ASRock Z97 Anniversay mobo instead - $80 - http://www.newegg.com/Product/Product.aspx?Item=N82E168...
Better quality and features. Made for the G3258.

Having an i5 in the same budget would be a much better idea.

Do you think that I can overclock that CPU up to maybe 3.7Ghz? If not I think it will be fine for me still. Thanks!

You can not overclock that as it is not an unlocked CPU.

No you can not. Even if you could there would be a minimal difference in gaming performance.

When did he wants to overclock?
He was asking if he can still overclock with the CPU you suggested, then he said that if couldn't, he insisted that it was fine if he stayed with the Intel Pentium G3258.
So according to his replies, he wants to overclock his CPU if he wants to stay on the CPU he wanted over the CPU you suggested.
