bad FPS on a good pc

I Have a Decent pc that I built but I'm only getting 20-30 fps on most games.
Specs:

Motherboard: MSI A88X-G45 GAMING FM2+ / FM2 AMD A88X

APU: AMD A6-6400K Richland Dual-Core 3.9GHz Socket FM2 65W, Black-Edition

GPU: MSI GAMING N750Ti TF 2GD5 Geforce GTX 750 Ti 2GB 128-Bit GDDR5

Power Supply: EVGA 100-W1-500-KR 500W ATX12V

Hard Drive: 1tb

RAM: 6gb

My RAM and HDD are used I don't know if that could be the problem or not but the game im mostly having issues on are.

Borderlands 2
Borderlands:The Presequel
Elder Scrolls Online

I have checked all my drivers their are all up to date any response will be appreciated Thanks:)

i am not familiar with the AMD lineup for a long time now, but what settings do you use in your game? max settings?
when you lower them, how does it perform? also, some games take advantage of quad cores, dual is not too good for todays games. 750Ti is a decent card, just don't expect ultra settings from it
