3 Week Old PC Powers on few seconds then stops - no boot

I recently built a new computer. It has been working perfectly for 3 weeks.
Now when you turn it on, the CPU fan spins for a few seconds, short beep, then stops.
This happened a few times then PC booted fine after wriggling back power cable.
There was an issue with the network card not working (inbuilt on MOBO).
Power went off, then the PC would not boot up fully again since.

System Specs:
CPU: Intel Core i5-4460 Quad Core, 3.20Ghz, Socket LGA1150,
Motherboard: ASUS B85M-E
Graphic Card: Nil
PSU: Thermal Master 420W TM-420-PSAR-M3
RAM: Kingston 4GB 1600MHz DDR3 Ram
Harddrive: 1TB Seagate 7200rpm SATA3
Optical: LG DVD
Reader: Shintaro 30 in 1
Case: Coolermaster Elite 344
Connections: 2 printers – canon, HP, Logitech 2.0 Speakers, MS corded KB & M, Satellite Internet,

Troubleshooting done
1. Checked PSU with a tester – all good. MOBO LED light is lit.
2. Used another brand new PSU – no change.
3. Two power cables correctly inserted.
4. Disconnected everything except CPU, RAM, PWR 4pin & 24 pin, MOBO speaker.
5. Cleared CMOS using manual instructions. (this created a longer CPU fan spin, then stopped as before)
6. Removed RAM & got no RAM post beeps. Tested in another slot – no change.
7. Swapped CMOS battery for new – again longer CPU fan spin, then stopped.

Have done most of that before posting here other than removing the CPU. Leaving that as my last resort.
Everything but essentials is hooked up securely.

well then all you can the is the CPU...try reseating it then putting thermal paste between the processor and heatsink

I have removed the CPU & fan, replaced the same CPU onto a brand new motherboard of the same model. Still only has fan spin for a few seconds then stops. Does this mean the CPU is faulty?

could be...or the processor slot in the motherboard is. try replacing(RMA) both motherboard and CPU.
