Samsung 840 EVO Transfer Speed Slow

Copy or Moving starts at 300MB/s for a couple seconds and then goes to 30MB/s. Sometimes even 1.xx GB/s. And goes to to 20 - 30MB/s.

I get 544MB/s read, random is 85907 IOPS and 520MB/s write, random 68581 IOPS.
The HDD I'm copying does 59MB/s, random is 159 IOPS, and 60MB/s, random 448 IOPS.

Is the HDD I'm copying throttling the transfer speeds?

If so can someone recommend the best HDD 1-3TB under $150. Like don't recommend based on internet searches, but on real world experience please. Where you own the drive and know 100% that it is reliable and fast.

There's very very little speed difference between modern 7200RPM drives.

I suspect you're being caught by RAPID, which will cache stuff at first and then have to go direct to the SSD instead of RAM.

Are you copying to or from the HDD, and what size(s) are the files?
