New build Won't boot

I just built my desktop today, first one ive ever done. It doesnt boot, I double checked everything.

My build:
Motherboard - Gigabyte GA-990FA-UD3
Graphics card - EVGA 02G-P4-2765-KR GTX 760
RAM - Corsair Vengeance 4g x2
Power Supply - Cooler Master Elite v2 550W
CPU - AMD FX 8350
Computer Case - Cooler Master HAF 832 Advance

I am suspecting the reason it is not booting is because of the power supply.

If you can try bread boarding. remove all connected device, take out your motherboard and put on motherboard box connect only psu, ram, CPU and cpu fan, look for power switch on the board to turn your system on... Possible causes is excess standoffs that shorts solders at the back of your board or tight screws or worst other defected component such as graphics card.. Anyway you may do this just to narrow down possible causes.

I dont think my mother board has a on/off button. As for taking the motherboard out of the case and only connecting the PSU, RAM, CPU, and CPU fan, I tried it and still didnt work.

If you followed the procedure of bread boarding from that link but still no post, then problem could be PSU, Motherboard or CPU. You can check it further if only you can find working psu and do bread boarding again.
For Motherboard & CPU, inspect for any bend CPU pins or damaged surface on the board. You cannot test your motherboard & CPU unless you got a sure working psu.

If you cannot find another psu, use a DMM to measure the voltages. Measure between the colored wires and either chassis ground or the black wires. Yellow wires should be 12 volts. Red wires: +5 volts, orange wires: +3.3 volts, blue wire : -12 volts, violet wire: 5 volts always on. Tolerances are +/- 5% except for the -12 volts which is +/- 10%.

The gray wire is really important. It should go from 0 to +5 volts when you turn the PSU on with the case switch. CPU needs this signal to boot.

You can turn on the PSU by completely disconnecting the PSU and using a paperclip or jumper wire to short the green wire to one of the neighboring black wires.

This checks the PSU under no load conditions, so it is not completely reliable. But if it can not pass this, it is dead. Then repeat the checks with the PSU plugged into the computer to put a load on the PSU.
