windows 8.1 stuck on signing out screen

seen a couple of threads on this but I do not know how to get out og this screen to do any of themn The signiing out screen is still there when I shut down and start up again. I tried 'windows key'+X and nothing happens. I am at Uni and dont know much about comuters but my dad can talk me through it please help

most times it a damaged anti virus or outdated one that holding windows from shutting down. try booting up in safe mode f8 if the pc shuts down fine it a software issue.
