Getting 40 FPS in Crysis but 28 when turning around, why?

Resolution is 1680/1050, settings on VERY HIGH and AA x4. My machine is FX 6300, R9 270X, GB 990XA-UD3, XFX SPU 550 Bronze. Running Windows 7 64 bits, and I have 8 GB of RAM 1600.
Is that normal or something is wrong with my machine? I mean to get 40 FPS, 28 when turning around and 60 when standing still.

Yes, turning v-sync off, specially if it isn't triple buffered, would help your game and help your system gain some more FPS.

Try turning it off to see what I mean. Also, try turning AA down to x2.

In my experience, playing games that are meant to be played on an Nvidia GPU? AMD GPUs will suck at v-sync.

Assassin's Creed Brotherhood for me was unplayable until I turned off v-sync, same with Watch_Dogs.

Put it like this, if you turn v-sync on, the idea is your FPS will cap at your screens refresh rate. But if some very big action is going on, instead of going to 59, 58, 57, and so on, regular v-sync would dip you down 30 FPS right away.

Triple buffering solves this problem.
