Problem on start up of new system.

I am putting together a new system.

Intel I3-4160
Gigabyte GA-B85M-D2V (rev. 1.1)
2x Crucial 4GB DDR3 1600

After half a second on start up the system crashes during POST and after a further 1 second it restarts and loops.

I have tried all the steps in:

When just connecting the PSU, CPU, motherboard and a system speaker their are no beeps. I have tried several PSU so don't think it is a problem with PSU.


I think the problem is that the BIOS version is not V3 or greater that is needed for my processor.
Is this what would happen if the BIOS did not support the CPU?
