PC won't boot after Changing Memory Clock Speed

Like the title says, I tweaked with the Memory Clock Speed in BIOS settings. The PC doesn't boot after that. The power is on, fans spinning, but I just don't see the Startup Screen.

I've tried:
- Removing the CMOS battery for 5 minutes then replacing it, no avail.
- Unplugging everything and replugging them, didn't work either.
- Removing and replacing the RAM sticks, that didn't help.

Any ideas how to fix this?

I took it to the repair shop and got it repaired. Apparently, the PSU and the processor were fried. I changed it and it's working fine now. (The monitor was also faulty though, it got really really dim).

Anyway, what can happen if I set the DRAM's Clock Speed to an amount higher than what my memory sticks have? (e.g. I have 1333 MHz sticks, but I set the BIOS to 1600 MHz)
