in a way, yes. You don't want an unbalanced computer and it depends on what you're going to use your computer for example: games, rendering/graphic work, office work, etc.

Yes, a weak CPU will bottleneck a high-end GPU, a weak CPy may not handle the processing power of strong GPU. Bottlenecking means the CPU will hit 100% on load where the GPU still is at lower percentages and you cannot use your GPU to full potential.

By the question, I meant that if i want to buy a graphics card, will it work on any cpu?

Yes it is.
If you would buy powerful GPU and weak CPU there would be what people call "bottleneck". Your GPU would not be able to run at full power because of that weak CPU and visa versa.

Yes, it will but not at 100% of performance (if CPU is weak).

yeah. you pick a cpu, then you pick a motherboard accordingly. most graphic cards work on most motherboards. certain features are enhanced in some motherboards/some restrict the full capabilities of the GPU. so make certain of that

Sure. But this GPU is weak and CPU is old. But if you ok with it then you ofcourse can buy it. That stuff will work together for sure.
