Problem loading 1 website on 1 computer.

Good day everyone. Not sure if this was the correct forum, but it seemed like the best option.

The problem I'm having is with a brand new Windows 7 desktop I setup for a friend. He was upgrading from a Windows XP machine, and I copied his personal data and favorites over to the new desktop. I also connected it to his home internet, and installed Kaspersky internet security. Everything on it is working fine except for 1 website that is very important to his business. As I don't see any rule about posting a url, the website is www.wbuf.noaa.gov/marine.htm and he uses it for his boating business.

We cannot load this on the new pc. When trying to load the page its loads for about 1 minute then gives a generic error message. I have tried internet explorer and chrome. I have updated java and flash, as well as turning off Kaspersky, and booting in safe mode with networking. All other websites load, and I can access the site from his old pc, as well as my own pc, and my phone's chrome web browser.

Do you get a specific error?

Going from memory, chrome gave an err_connection error with no specific error number. Internet explorer gives the generic make sure you entered the right address / try again later message.

Ok, may take me a day or two to get over to his place. He's not very good with computers. I may have to see if he will let me install team viewer to make things easier.
