Is voltage fluctuation normal?

Hello, I'm running a gigabyte r9 290 wf3 gpu in my system and I've noticed that the voltage tend to fluctuate from 0.984v up to 1.227v (the voltage is set to stock and the card itself isn't overclocked).
Is this normal? I've always assumed that voltage is constant but I'm probably wrong, can anyone explain a bit?

This is normal. The card will down clock itself when it isn't under load.

I knew that, just wanted to make sure that the voltage is supposed to fluctuate like that when the system is idle/under load.
Now, lets say I overclocked my gpu and increased the voltage by 100mv, that means the voltage now would fluctuate from 1.084v up to 1.327v? Basically asking if the 100mv that I added would have increased the minimum and maximum voltage by that same amount or would it work differently? If so, could you explain?
