PC Turns on and Off Repeatedly

As the title explains, my computer turns on and off every 3-5 sec after I boot it up. This occurred after re-seating my memory sticks last night (one of them wasn't being detected by the system). The PC is a brand new build (about a week old), and was functioning correctly up to this point.

I made sure to ground myself by touching the PSU while turned off before I began working. I've done quite a bit of research, and it seems there could be a problem with the PSU, but what else could be causing this?

If there is a short somewhere, what should I be looking for?

You are correct it may be the PSU, it could also be overheating check to make sure the fan is still in place on the CPU. Did you use thermal paste when installing the fan? I would then be thinking it a short circuit. you can google "breadboarding motherboard".
