My computer lags a lot in most games...

Allright ... here are my pc specs:

-AMD FX 4100 (3.60ghz)
-ASUS R9 270
-8GB RAM
-ZALMAN 500W

i believe i have already posted a similar thread but ... well my problem is that i bought some upgrades for my pc and as i saw in youtube / research i should have a computer that can run lots of games like Far cry 3 , battlefield 3 , dark souls 2, arma 2 on high at least but it seems i cant , far cry 3 lags a lot on medium , dark souls is unplayable , arma 2 is unplayable as well and some "old" games like fallout 3 or fallout new vegas dont lag AS MUCH but they lag a little and i get those random freezes in all games i play no exceptions (stuttering or something) , many people tried to help me ... they said clean the processor fan (stock) , i did ... check for nvidia drivers conflicting with ati ... i did there are no nvidia drivers here since i formatted my pc ...
so : my guesses would be either buying a new cpu (FX 6300 would be a guess ) , buying a new cooler (Hyper212X) or aplying thermal paste (cuz my processor gets 60ºC just by TURNING ON THE PC) ... if you could help me i would be very greatful ;/ cuz i feel like i kinda wasted money on something that doesnt work properly so ya ... thanks in advance y'all <3 .

This may help you...

Download and install MSI Afterburner.
Do not OC the GPU, but use the monitoring section.

Play a game for a few minutes.
Once done,
check the MSI Afterburner program for your CPU usage and GPU usage. It will keep track while you game.

Is the CPU @ 100%? Is the GPU @ 100%?

What are the temps for CPU and GPU?
