CPU fan always at max speed

MB is ASUS H81I-Plus with Alpine 11 Pro Rev.2 (4 pin plug)
in the Bios I selected silent mode for both CPU and chassis fans.
the BIOs monitor screen shows CPU fan at 1500 RPM.
after windows starts, the ASUS AI suite shows max speed at 2200 RPM all the time even when
PC is idle.
why isn't the CPU speed slowing down ?
 
1. Is the fan plugged into the CPU header

2. Is it a PWM or DC fan ?

3. Knowing 1 and 2, is the correct setting chosen in the BIOS ?

4. Does AiSuite contain FanXpert and if toy have you run the auto tuning ?

5. If ya don't use FanXpert, there should be more limited options for fan control in the BIOS.

The CPU fan is connected via a 4 pin plug to the CPU_FAN header in the MB. It is a PWM fan.
AI suite contains fanxpert and I did run auto tuning. it reported the CPU fan min speed is 2200 which is wrong off course.
The BIOS version is the latest (2105) and while in the bios monitor section, the cpu fan speed is reported at 1500.
should I try to tweak the cpu fan speed in the bios manually ?

FanExpert didn't allow to change the fan curve for the CPU fan. I believe the Fan Tuning process didn't work well for the cpu fan. it reported min speed same as max speed.
After uninstalling AI SUITE the bios SILENT profile seems to take effect and the CPU fan speed is at 1200-1400 RPM on average. much better.
