R9 280x white lines on screen with VGA.

Whenever I have a game on my secondary monitor (HDMI), white lines that scan up the screen start appearing on my primary monitor (VGA). If I minimize the game, they instantly stop. The lines don't show up on screen capture software (not a GPU problem?). The white lines seem to only mainly appear on black and gray objects on the screen, they are very faint when passing over other colors. I tried switching the DVI-VGA adapter and switching the VGA cable and that didn't solve it. It doesn't matter if the game is open on the secondary or primary monitor, the white lines still appear. Interesting though, if I have a game running on the primary monitor, and I disconnect the HDMI monitor from the GPU, the white lines instantly go away. So what could be causing the problem?

Also my primary monitor (HP S2331a) only has VGA and DVI-I inputs, and I don't have a DVI cable. My secondary monitor (LG IPS235) has HDMI, DVI-D, and Displayport.

I tried 2 and figured it was the same for all games.
