Trying to reinstall windows; can't access diskpart

(Update: We plugged the SSD into a different desktop and properly deleted the partition there.)

My friend uninstalled some Microsoft Visual Basic C++ files because he assumed they were redundant. He is now trying to reinstall Windows 7 Ultimate 64-bit.

When attempting to install Windows after booting from the disc, the installation gets stuck right after clicking "Install now." He formatted the system drive (an Intel 120GB solid-state drive), but I suspect he did not properly delete the partition, which is where diskpart in the command prompt (from the Windows "repair your computer" options) comes in. Whenever he enters the diskpart command, it spits out some information and he cannot type any further.

Is there any way to check on the partition? Is the solution to again format the system drive from the command prompt?

try downloading a linux live cd or hiren boot cd then boot from it then delete the partition create a new then install.
