16GB memory stick, only 4.7 MB available memory with no files on it.

My 16 GB memory stick is showing as having only 4.7 MB available memory even though there are no files on it in the Finder Window on my Macbook.

Is there a way I can get the memory back as it's currently useless?

Have you formatted it to NTSF using Default allocation size? Do that.
