Budget Build for Emulators and Role-Playing games.

Hello, I am looking to build a PC in the price-range of $500-$600. I haven't built a PC in more than five years, mostly because I've been gaming off a laptop that plays today's games at low-medium /30fps, and at resolutions between 720p and 1080p. I want a system that can play any new game medium-high at 1080p over 30 frames per second. I am mostly interested in open world Role Playing Games like Elder Scrolls, Fallout, Dragon Age, and The Witcher. I am also very much interested in something that can play Dolphin and PS2 emulators at high resolutions and reasonable frame-rates.

After looking at today's options, I chose a Pentium G3258 cpu, mostly because the higher overclock speeds (4.8 GHZ) would be quite impressive for my emulators that are depending on raw cpu processing power. However, I am worried that the dual-core processor will become outdated when more games are optimized for many cores. Because of that, I chose a motherboard that allows for easy upgrades to i5's or i7's - ASRock Z97M Anniversary. I don't want to upgrade the cpu for at least 2 years, but I like having the option there, and since the Pentium K is so cheap, it is a nice option. From what I read, the best GPU I can get at about the $200 price-range is the XFX Radeon R9 280 3GB. Should I be looking at anything else? I want this GPU to last me at least 4 years, and I am only interested in 1080p gaming on a 22 inch monitor. I do want framerates of over 30 frames-per-second though, and I do want to max older games like Skyrim (with mods.)

So basically my question is whether or not I am missing anything. Is there some other better alternative I am missing, or some added difficulty with my build? Will I be able to achieve all of my goals with these specifications? Thank you!

side-note: I already have an OS, Keyboard, Mouse, and Monitor, so I don't need those things when considering my budget.

I believe this is better , Better CPU , Motherboard and PSU also with an ability to upgrade in the future.
