Windows Runs out of Memory with 16G

So I have built my new computer and have been using it for a few months. Recently I tried to play "The Elder Scrolls Online" and a few minutes in i run out of memory and I have to restart my computer. It is the same with "Sid Meyer's Civilization V". The only similarities I can see in these games is that they both use Directx 11. Watching the task manager, the area that says "Commit (GB)" climbs and climbs up into the 60's and then the issue happens. My specs are listed below:

Rosewill Thor v2
Asus Sabertooth x79 mobo
Intel I7 4860K
16 G of corsair vengeance RAM
Windforce GTX 770 Oc 2G
256 G Crucial mx100 SSD
4 TB WD Green HD
Corsair hx1000i Power supply

I have another of the same graphics card on the way to do an SLI configuration. Thanks for the help!

go under system information, and make sure that it shows 16 GB of RAM. Also, make sure you have a 64-bit version of windows. 32-bit versions can only use 4 GB.

The difference is, those people say the longer they play the worse it gets, mine just almost immediately crashes.

It does say 16G and I am running 64-bit
