Formatted computer, slow download speed, fast upload.

My computer was having some visual lag and I took it to Best Buy and Geeksquad had it for a week trying to determine why I was having graphics lag. All of my hardware passed their tests so they said it must be software. I did a factory reinstall from partition on the computer. Fresh, clean system. I went through and updated all of the drivers from HP's site. Here's where the fun begins.

My computer is a HP P7-1414 desktop. AMD Quad Core A8-500 CPU, 6GB DDR3 RAM, 1TB HDD (150GB used), AMD RADEON HD 7560D graphics card. Wireless card: Ralink RT5390R 802.11bgn WiFi card. Ethernet: Qualcomm Atheros AR8161/8165 PCI-E Gigabit Ethernet card.

I am currently paying for Charter's 100MB Ultra package. Before the format, I was getting the proper upload/download speed. After the format, I range between 1-12MB download (based on Speedtest.net and charter.speedtest.net) and 5MB upload. I went to Best Buy, bought a Netgear dual band USB wireless adapter, installed it, same ranges. 1-12MB down 5MB up. So 3 different cards all running at the same upload and download speeds.

However, if I unplug the ethernet cable from my desktop and plug it straight into my laptop. Bam. 88-90MB connection. Unplug it, plug back into desktop, rerun test. 1-12MB. Same with any wireless connection in the house. My cell phone, wife's cell phone, SMART TV, XBOX, etc. All run around 40MB connections over wifi.

I am utterly confused as to what the issue is and how to fix it. Only my desktop is having this issue with the connection from the router, but it's on 3 seperate cards/connections all giving the same readout. Help please!
