Have you installed the latest driver for your graphics card?

Sounds like a new graphics card and/or monitor.

Post your complete and detailed build.

Can't speak to Internet pages, but in e-mails, check to make sure that your e-mail program is loading remote content.

This is similar to what I see when remote content is not shown (using Mozilla Thunderbird).

For outlook, check this web site.

Good quality components.

Do a virus scan with Avast and Malwarebytes.

Your Outlook is, by default, blocking downloading images.
This is a good thing.

On an email you think you can trust:
Right click on the square containing the Red X.
Select 'Download pictures'

This is a security measure, designed to prevent malicious code from automatically running. You, the human, must make it appear.
