Power Issues PSU/GPU?

I recently received a new video card from XFX through RMA because of the failure of my previous one. Upon inserting my new video card for the first time, when I powered the system up it would show signs of power for about 3 seconds and then instantly die. It did this multiple times until I opened up the case and examined the video card and power supply and cleaned out all the dust I could. After plugging everything back in the computer powered up like normal and I installed all the drivers and software for the video card. After about an hour of minimal use the screen went blank. I have dual monitors and I was not able to interact with the other monitor at all. The video card still had power and was still working and the computer was still on, although it appeared to have crashed of some sort. Immediately after shutting it down remotely and restarting it, it began to do the power up power down after a few seconds.

Disconnecting the video card when it was doing this power cycle let it boot up normally. Although reconnecting the video card after this also caused it to boot normally. While the computer was cycling power (turning off and on on its own) leaving it alone for about an hour and then trying to power it up also seemed to work. Sometimes the picture would go blank before I could even log in. Sometimes it took an hour. One time I tried to power up a graphically intensive game and it went blank. The next time I did the same thing and it did not.

I am out of ideas. I do not know what the problem is and I have read tons of articles on multiple websites suggesting a number of things: PSU failure, GPU failure, electrical shorts, dust in the wrong place, faulty connection. I am currently writing this thread on said computer and it has not done any of these things yet today. I unconvinced that the problem is gone and I don't want it to appear again. I don't know why the problems are so inconsistent and it is part of the reason why I don't know what to do.

I don't know the brand of the power supply at the moment but I will have the name in about a day, it's in another place... but its 850 watts

Upon further inspection it seems that the computer will in fact run fine with the video card unplugged and I have not run into any problems yet. I also did some research on the make of my psu. Dynamo 850 Watt. Online many people are saying that it is a poor power supply and will die if you push it past 500w while others are also saying that it wont run their new graphics cards that it should be able too. Are these symptoms I'm having caused by my power supply?
