issues with fps on system

I am currently running,
Amd fx 8320 (can oc to 4.6 only at 4 have tried no oc)
16gb gskill rip jaw Z
crossfire msi 7970's oc's (overclock doesn't make a difference to framer ate at all to stock) havemail tried single card and sometimes is better but not usually
I have a nova tech psu 1000watts 80% black addition
Mobo is msi 990fx gd80
temps are 50-60 on load for gpu 45-50 cpu on load 37 main board water cooled cpu and gpu
win 8.1 btw

Newest drivers for all installed

All games I play I end up having issues with fps whether it's sudden drops to constantly low. I've used hwm and riva.ts to check for bottle neck and never get high usage some games only use 40-60 gpu usage they never seem to use more than a gb physical ram max 2gb (all ram fully working )

Ryse son of rome avg fps 13-28 max setting but no change even putting on lowest (shouldn't havery to settle for anything less than ultra yet i would have thought)

Borderlands pre sequel oddly enough goes to 169 but will then drop to single figures until next sexton loads then it's fine again for a while

Tomb raider happy 60-80 in benchmark full settings but in game it drops slowly and ends up 20-30 fps constantly.

I've run out of things i can think of causing issues. .. Help greatly appreciated cheers in advance

Is this something that has only recently occurred? Or is this a brand-new build and you are having these problems from the onset?

Supposedly earlier revisions of that motherboard have a bug in the BIOS that might keep it from providing sufficient voltage for workloads that require more than idle clock speeds when using FX processors. Try updating your BIOS and see if that helps.

It was a home build and I haven't always had the issue but have had for the better part of a few months. Bios is fully updated but I wasn't aware of bug and there are no win 8 chipset drivers either only win 7. I've never got what I thought I would out of it but used to be able to get at least stable before. I've sent graphics cards back to be checked and had no fault found. I don't get why the games don't utilise much ram either though
