External Build, motherboard turns off and on and no post-pone beep.

As you can read from the title, I did an external build, it turns off and on, no post-pone beep from the tiny speaker, and heatsink fan spins (not a problem, but I believe this is important information). I had this similar problem with another build, but I found out later that metal was touching the motherboard, but this time, no metal is touching the motherboard since it is an external build. At first I thought it was a bent pin in the motherboard, so I checked and there was no bent pins. I am using a crappy 300w PSU because my new one comes in next week. I know the 300w PSU works because I plugged it in a different PC and it boots up. So I believe it is either a defective mobo, a defective CPU, or the PSU I'm using does not have enough power.
