How loud should a GPU be

Well I have been wondering if my GPU is louder than it should be or not. under load my temp goes up to about 60c and my fan speed from my gpu is at 60% and I can hear it from 12 feet away maybe even 15. I would just like to know if this is normal and if not how could I fix it. by the way I have a gtx 570 twin frozr iii yes its old but it still works.

60% @ 60c is kind of high. The easiest thing to try is to set up a custom fan profile in MSI Afterburner. This will allow you to choose how fast the fan is at each temperature interval.

already did that without the custom fan curve it gets up to about 65c and 60% fan speed.
