PC to stream to Twitch

I'm looking to get back into streaming. I used to stream on a 15" MBP that did reasonably well, but I don't have it anymore and my new laptop just doesn't have the CPU power to handle anything over 480. My internet is plenty to run 1080p easily, but as long as the stream is 720p and a solid 30fps I'l be happy. I don't really know much about building PCs, but after some research this is what I came up with.

CPU: Intel® Core™ i5-4690 3.50 GHz 6MB LGA1150
HDD: 1TB SATA-III 6.0Gb/s 32MB Cache 7200RPM HDD (Single Drive)
MEMORY: 8GB (4GBx2) DDR3/2133MHz Dual Channel Memory (ADATA XPG V3)
MOTHERBOARD: ASRock Z97 Pro4 ATX w/ Intel GbLAN, 2 PCIe x16, 2 PCIe x1, 2 PCI, 1 x M.2, 6x SATA 6Gb/s (All Venom OC Certified)
VIDEO: Integrated onboard Graphics

I'm not going to be streaming/playing PC games, but console through a capture card, and was told that a GPU wasn't really needed, but again, I'm a complete noob at these kinds of things. This will be a dedicated streaming machine. I have other computers/laptops to do work/internet related things. I had a budget of $500-600, but after doing some research it seems like that's a little low for what I want? The current build I have with everything is around $700, which I'm comfortable with.

Alright I will give you a small Computer. But... What are you going to use to capture. I would buy a PCI Capture card. Better than the USB ones. Install linux on this and use OBS.
