So the title is relatively straight forward.
I am trying to squeeze in a second r9 290 on a 750w psu and it seems i have about 60w free at full load, this however, means I wont have room for overclocking, so I need to know if a i5 4670k stock is going to bottleneck the two r9 290s. Does anyone know?

No, it would take a lot more to bottleneck that CPU.

You'd need to get yourself a new PSU.

EVGA SuperNOVA 1000G2 would be very nice.

I'd be more worried about thermal and TDP problems.

I agree with DonkeyOatie, you need to make sure that you've got a really good airflow for your case if you're going to be putting those two in there.
