CPU: AMD Athlon X4 860K 3.7GHz Quad-Core
CPU Cooler: Cooler Master Hyper TX3 Evo 43.1 CFM
Motherboard: ASRock FM2A55M-VG3
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600
Storage: Seagate Barracuda 1TB 3.5" 7200RPM
Video Card: HIS Radeon R9 270 2GB IceQ X²
Case: Fractal Design Core 1000 USB 3.0 MicroATX
Power Supply: EVGA 430W 80+ Certified ATX
Monitor: Hannspree HE225DPB 21.5" Monitor

Pcpartpicker alert me that the vid card will obstruct some? drive bays and the motherboard dont have 3.0 usb header while the case got 3.0 port. I use an usb mouse and a thrustmaster xbox pad. Is this something to worry about?Why?
I just need performance comparable or better than "next-gen" console atm (My current craptop cant barely manage good x360/ps3 port at 30 fps, and arma 3 at low can dip into 10 sometimes). Advice for further upgrading would be extremely appreciated.

How much will this cost you ? Its good but I'd change the case to something like a Rosewill Line-M .

Get a 750k, it's less expensive. If you want more CPU power, an FX6300 would be nice for around the same price as a 860k, think it might be like 20extra bucks, but more more cache. Other than that it should be ok.

USB3 is only needed if you want the extra transfer speed, but you need the peripherals to be able to use the bandwidth, otherwise it won't really make a difference (think USB3 external hard drives). Some peripherals are less stable on USB3 ports if they're USB2, other than that, it's the same thing.

get a 6300 or 6350
get a cheeper case like the rosewill Line-m (mentioned above)
and you should be good to go

It would cost 800 eur in germany. I know it is not "budget" by any means. But I dont have a credit card and due to some confusing law, I wont be able to spend more than 500 next month as foreign student.

Alright , so I'd say change the CPU to an i3 with a B85 Motherboard from Asus , Asrock or Gigabyte .

Change the case to Rosewill line-M and you're good to go , I've checked prices in Germany they're not that expensive.

When you can buy the whole package ( PC ) do so .

Buy it online then. Some online shops let you pay 3 times without extra charges. That way you won't go above the 500 limit and it won't cost you the entire sum at once, cuz you never know what can happen and when you'll need the extra cash.

Edit: That's also exactly what I did, because my account was locked at 1000 or 2000e per month and to change the max amount per month, I would have had to actually set a meeting and physically GO to my bank. I was way too lazy and because fuck banks as well, I payed my 2000+ rig in 3 months just to avoid bank's bullshit and delays.

You can actually. Direct transfer from your bank. Or PayPal, etc.

Never tried it tho, because I have an international CC since I was 16.

Yeah, you need an SSD ;) . Even a shitty little 60 gig would be nice, because an SSD is a requirement nowadays if you want any resemblance of performance ;) . Trust me, it's a world of difference.

I don't know german sites, but materiel.net and ldlc.com (both french) deliver to Germany. (If I recall correctly that is).

Materiel.net is great, I buy most my hardware there, but a lot of my friends suggested ldlc.com to me. Your pick, but both do 3x payment.
