To get a good rig you don't need the i7, 16GB of RAM, or the Sabertooth - those things are just overkill. You can cut down on that and spend more on the graphics. Try something like this:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor ($248.98 @ DirectCanada)
CPU Cooler: Noctua NH-U9B SE2 37.9 CFM CPU Cooler ($59.99 @ Memory Express)
Motherboard: ASRock Z97 EXTREME4 ATX LGA1150 Motherboard ($154.99 @ NCIX)
Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-2400 Memory ($117.48 @ Newegg Canada)
Storage: Samsung 840 EVO 120GB 2.5" Solid State Drive ($79.99 @ Canada Computers)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($54.99 @ Canada Computers)
Video Card: EVGA GeForce GTX 970 4GB Superclocked ACX Video Card ($384.99 @ Memory Express)
Case: Fractal Design Define R4 Blackout with Window ATX Mid Tower Case ($119.98 @ Newegg Canada)
Power Supply: EVGA 750W 80+ Gold Certified Fully-Modular ATX Power Supply ($109.99 @ NCIX)
Optical Drive: Lite-On iHAS124-04 DVD/CD Writer ($21.00 @ Vuugo)
Operating System: Microsoft Windows 8.1 (OEM) (64-bit) ($103.98 @ Newegg Canada)
Total: $1456.36
Prices include shipping, taxes, and discounts when available

That gives you $500 for monitor, keyboard, mouse and whatever else you need.
