Probably power supply related.

More information would be much better.

Remember GPU overclocking is not saved on the card itself, since its done via software, the graphics card will return to stock clock rates in the other PC.

Probably power supply is the culprit here. CPU has no effect on overclock of a GPU.

In that case as mentioned its probably power supply related.

What are the 2 PCs FULL specs? All of them? EXACT PSUs as well.

If you're going to overclock anything, you have to do it in the machine it will actually be used in. Any overclock's stability will be very heavily dependent upon all of the other hardware in the machine. You cannot overclock something in one machine and move it to another and expect it to be stable, or even to keep the overclock settings at all.

my pc is in the signature the psu is coolermaster rs-700-acaa-b1
my bros setup; mb=asus p5l-vm1394
ram=4gb ddr2
cpu=pentium d 945@3.4ghz (installed yesterday)
gpu=palit gt220 512mb ddr2 128bit
psu=iso 300w(sounds generic/low power output but worked fine with a hd6770)
hdd=samsung sp2504c if it helps, thanks in advance

That PSU is junk. If you are trying to use that 660 in his system, it is a miracle it hasn't caught fire yet. Get him at least an Evga 600b.

iso 300w

There is the problem...

Underpowered and probably incapable of actually delivering 300w of power.

ok so il reflash to normal spec, bang it in the target computer and overclock from there

DO NOT use the R9 280x in that computer AT ALL.

The R9 280x require almost 60% more power than the HD6770.

EDIT : I am confused, what card is where? ANd why am i thinking of an R9 280x.

The 6670 is faster than a GT 220, if it is the GT 220 you are trying to use. Either way, that PSU is junk.

The overclocked GT 220 is probably using a bit more power than the 6670 is. Get him a better PSU, and you will be much better off. Either way, the GT220 is slower than the 6670. What CPU did he have before, that you installed a Pentium D? Only thing a Pentium D is good for, is a keychain ornament. A core 2 E6600 is like 10-20 on Ebay, and far better.
