What is wrong with my computer? Programs on taskbar won't work on startup/ when computer shuts off unexpectedly

I am not sure how this is happening. I already did virus/ malware scans on my computer. But it has been going on for a few months and now I decided that I should make a thread. The electricity in my house was shut off today for a few minutes so I am thinking that it could be hurting one of my computer parts. I believe it's either the motherboard or cpu that’s dying/could be dying. Maybe the OS as well. It's really common over here that the electricity shuts off every so often. At least a few times a month. Is there any where I can tell which one of my parts is dying in my computer? I am just guessing that electricity being shut off could be the main reason; I honestly don’t have a clue.

Losing power like that can be really hard on a HDD. Run the manufactures diagnostics to test it. You should really invest in a UPS so the system can atleast do a normal shutdown when you lose power.

Hi, I test both my ssd and hdd with HD tune but no errors came up. Still getting the problem after the power went out. And my computer restarted by itself. Seems odd that the hdd/ssd could be the culprit though.
