I know the title sounds pretty weird, but I don't know how else to explain it. To get my mouse from one monitor to the other, it has to move at a minimum speed. Whenever I try to move it slowly between monitors it acts like the other one doesn't exist.

Hi, what mouse are you using? I use a Logitech G500s and at 3200 DPI it snaps across three monitors like a blur with no lag. At 6500 Dpi I can hardly keep up with it on screen. The highest DPI is 8200 I've never had to go that high.

I use a Mad Catz R.A.T. 7 it's 6400 dpi. I can go across both monitors easily, but when I want to move across them slowly, it doesn't let me.

Have you tried using a different mouse? I use to use a RAT 7 I really didn't like the way you had to change dpi setting by changing profiles and not being able to change them on the fly but I never had that kind of issue.

My Windows 8 does exactly the same.
Move slowly, and it wants to hang out at the border. Move fast, and it just goes. Move slow, and it eventually goes to the other.

I believe it is waiting for you to move the mouse to a hotcorner, and invoke the relevant Charm bar.
