Can the Seasonic S12II 620 Bronze - 620W handle 2x SAPPHIRE DUAL-X R9 270 (non x) crossfire?

Specs:
FX-6300
MSI 970 gaming
Avexir Core Series Mpower 8GB (2x4GB)
Seasonic S12II 620 Bronze - 620W
SAPPHIRE DUAL-X R9 270
1 HDD
1 DVD drive
4 fans
Can I add another r9 270 with this PSU?

Yes no problem at all the PSu is strong enough for handling 2x r9 270 easily r9 270 TDP = 150 so 150x2=300 watt fx 6300 TDP = 95 watt and other parts max 50 - 70 watt SO , you can see that you will still be left with some headroom.

Plus the wattage i have given is at max load which you will only acquire while doing benchmarking/stress testing.

That 620w is plenty of power as prit87 and LikaBoki have said. ...and as LukaBoki was getting at, the FX 6300 is an fine CPU, but in this scenario your machine is a bit unbalanced. Your GPU potential is way above your CPU potential. It will run and you will see large gains over running a single GPU, but overclocking that FX-6300 would be very welcome (if not already overclocked) and would let the pair of GPUs stretch their legs a bit more.

Even its overclocked to 4.3 ghz you will still have headroom left with the PSU.

You will be ok.
But I think it's better to get a single more powerful GPU than do a Crossfire setup. If you choose to go this path,you can sell your current R9 270 and grab a GTX 970.That will literally BLOW away 2xR9 270.

The second 270 or maybe a 280x if I sell my old 270. But I like the 270s crossfire better

Maybe,but 2xR9 270 will generate more heat and be louder than single R9 280X. ;) 
I have nothing against a second 270 though.=. ;)
