Fans spin then stop repeatedly until power disconnected

I have an HP Pavilion P6-2054uk with 6GB RAM and an Intel core i5 processor, running Windows 7.

Following a thunderstorm last week it stopped working, which I traced fairly easily to the PSU. I replaced the PSU, taking the opportunity to upgrade from the original 300W unit to 780W.

It booted up immediately with no problems, and I tested it through several boot/shutdown cycles.

But the next day, when I pressed the power switch, the fans (CPU, PSU, case) all spun for about 1 second, then stopped, then repeated this pattern until I disconnected the power.

I have tried disconnecting everything, and have got to the stage of having the mobo on an antistatic mat with nothing except the CPU and heatsink/fan in place, but still get the same behaviour.

And I have replaced the BIOS battery.

There are no visible signs of mobo damage. This mobo ddoes not appear to have a power LED, but the fact that the CPU fan spins at all would suggest that it is drawing power from the PSU.

Any suggestions...?
