Clock speed dropping and causing FPS frame spikes

Hi guys,

Recently had a lot of problems with my PC but have just narrowed it down (I think) to my CPU's clock speed dropping. When idle or under a full load the clock speed goes from 4200MHz to around 1000 to 1400MHz. - Found it using CPU-Z

Any ideas on what it can be?

My Specs:
AMD FX8350 Black Edition 8 Core @4.2GHz
EVGA NVIDIA GTX 770 2GB
M5A78L-M/USB3
8GB Corsair Vengeance 1600MHz
240GB OCZ Agility III
500GB W/D 7200RPM
XFX PRO 550W

Stock cooler? If not, what heatsink?

Sounds like it is barely able to keep temps under control. CPU may throttle down to prevent voerheating.

I suggest something like a Xigmatek Gaia, Cooler Master Hyper 212 PRO or Hyper 212 EVO. These are very good budget coolers.

Of those 3, the Hyper 212 EVO is the best and usually around $30 or less on sale. You need to spend 2x as much to get just 2-3c cooler.

I was able to push 4.4GHz @ stock voltage and barely hit 56-57c max under full load on my 8350 before I went to water.

Around 60C idle :( Makes no sense as I have a great heatsink and a Zalman Z11 Plus case with a lot of airflow.
Around 65 whilst gaming. (Tested on BL:The Pre Sequel
