Starting programs delayed up to a minute on windows startup

I'm on Windows 8.1, and been experiencing a 40-60 second delay with certain programs not starting immediately upon booting to my desktop. The problem is not experienced in safe mode.

Typical scenario: I turn on my computer from being completely off, the desktop loads and loading cursor disappears. I proceed to open a picture located on my deskop, nothing. I try again, nothing. I then try to start task manager, nothing. Then about 60 seconds later all the programs I launched open all at once.

I also experience this with some core windows features like MSConfig, and even with Google Chrome. Windows explorer appears to load fine though and I can typically start browsing my files right away.

(Computer is ~month old build)
Windows 8.1 64-bit
Samsung Evo 250gb (boot/programs drive)
Asus Z97-A motherboard
 
Solution
Install ccleaner. http://www.piriform.com/ccleaner/download. Click on advanced, so you can opt out of installing Chrome. Get it from piriform.com

Then go to tools/startup. Click on bottom right. This will save whats in startup as a txt file. Do the same for whats installed. Tools/uninstall

Safe mode loads minimal drivers and startup tasks.

You might first look at your installed programs and see if there is anything strange or unwanted.
Uninstall them.

Next, using msconfig, look at the tasks that are being started and see if there is anything strange.
Try unchecking suspicious ones first, one by one.

If you can, start task manager(alt+cntl+del) performance tab.
See if there is a program or task that is heavy on cpu or I/O.

Edit:

So at first it seemed like disabling "Delayed launcher" by "Intel Corporation" solved the issue upon immediate restart, but now it continues to hang on other startup items. I did a dry restart right after everything appeared to work fine but the issue came back (despite "Delayed Launcher" being disabled) I reviewed the list of startup items, and noticed Apple's "Push" had now jumped to the top as having a High startup impact. Rinse and repeat, everything started fine, but then I did a dry restart without changing the startup list and the issue is back again.

Is there a way to print a list of the order/time of startup processes.

Watching my tray icon it seems like the programs load in a certain order, hang and then finish loading.
 
A long time ago, I researched this as a way to improve boot times.
I found a program or command that did exactly what you ask, but I can't recall more than that.
It was some sort of a time stamped trace.
It could have even been for XP or vista.
Google is your friend.
