Program windows displaying at incorrect size.

I have a few programs that are opening at the wrong size and the windows are not resizable. A section on the right and bottom of the window is cut off because the window is too small. I have reset DPI settings and font size. I don't have any idea what else to do.

Try go to start menu and look for the program you want to start maximized/normal window. Right click on it> "Properties", window should pops up, General or Shortcut tab> Run (Drop down box) > select whichever state you want the window to start in.

Check Monitor Display On-screen-display setting as well..
