Help !!! My i5 2430m stuck at 800 mhz frequancy

Hello guys ,
This is my fist time writing here and i want to apologize for my bad englsih but i really need your help guys :( :/ I have kinda known problem with my cpu frequency but i`m reading all day all kind of forums with no result so .. there`s the problem :
Before couple of days i bought dell 3520 with i5 2430m processor and it was looking great . Fast with this expensive (to me ) processor and really smooth working but then suddenly .. when i was playing one of my best games ever NFS Carbon my frames per second just drop so fast from 40 to 20 that i was like .. wait what the .... I was starting to wonder "what is that" and try to restart .. but nothing happen .. same slow laptop . Then .. when i run aida saw : cpu freq 800 mhz (8 x 100 ) .. well that was great surprise to me because this processor runs with 2.4 (at least) mhz .. Then when i restart my laptop i noticed that it runs with 2.4 (normal) mhz and i was happy but not for long .. when i started to play ... after 2-3 mins it happen again .. Well i decided to read in google and i saw that lot of people have this problem with thoose kind of processor ... Then try to disable from bios Intel Technology Speed Step , replace the ac adapter (65 W ) and try everything with power manager in windows 7 ... nothing same one .. when it turn on works fine for ... 5 mins then boom .. cpu frq drop at 800 mhz :/ Now .. tomorrow i will pre-install my windows and hopefully somethings change but .. i`m not optimist about it :(
P.S. Guys i also notice that when i was playing the cooler processor was running really fast and now nothing .. just staying in one speed ... like something is stopping the cpu freq when the temp goes at some degrees .. weird :/ Please guys if you can help me .... I had before problem of this kind and it wasn`t finish good to me . had to replace the motherboard :/

You were right ... the cooler doesn`t even work .. the processor works only with passive cooling :x
