Dell Inspiron 620 (not slim) will not boot with new PSU

I have a Dell Inspiron 620 with the stock mobo and cpu (i3 2120). I have recently upgraded the PSU to an EVGA 600B to accommodate an EVGA GTX 660 SC. My question is, has anything changed in the last few years with the main 24 pin plug on power supplies? Reason being, with everything connected from the 600B, my computer will turn on, but not boot. However, after a long day of troubleshooting, i have found by disconnecting the 24 pin from the 600B, and connecting the 24 pin ONLY on the old psu (leaving all other connections intact to the 600B), my machine boots just fine. Does anyone have any insight as to why this is the case?
