Core Speed and Multipler Float

Hey there!
I've spent the last 5 hours learning about OC and testing out my new computer and I've finally understood a couple of things and made a simple OC of 3.5 to 4Ghz on the CPU, by increasing the ratio to 20, leaving the frequency at 200. My computer doesn't overheat but after a couple of minutes, I notice on CPU-Z that the Core Speed drops from 4.0 to 2.3Ghz and kind of stabilizes there, and the multiplier stays at 11.5. The thing that bothers me is that, the multiplier says "(7 - 20)" in front of how much it's using right now, making me believe there could be some safety or power save feature I missed, and thus it uses less than necessary.
I didn't mess with the voltages since it was a simple OC, so I'd like to know how I can lock my Core Speed at, at least near 4.0Ghz. I've also disabled Cool n' Quiet and every other thing that pops up on most OC tutorials.
