Tack on another $90 if you end up needing an OS. But this will even play Far Cry 3 at acceptable fps. Especially with the 2000MHz ram I included. http://youtu.be/PWriZ8cJmAA

The upfront price for that build is 325, so adding the OS would go over the OP's budget.
Could add in a cheap gpu later if you wanted to max out those games.
Finfin15 :
Why a Blu ray player for a budget build? Just save like $40 and get a regular optical drive for $14?
Because I'm an idiot and didn't realize it. I must have accidentally chose that thinking it was the cheap one. I will fix that right away. That makes the budget much better. Thanks for bringing that to my attention. Here is the much better build that fits right into his budget.
They are, but the games he plays are mostly cpu dependent and Intel HD should work for around medium to high settings. Plus the G3258 has a much better upgrade path.

No. Just make sure you have access to a computer with an optical drive. Or if you don't have one you could download the iso file directly from Microsoft and use that.
