SLI Slave Card not taking load

I just set up a dual SLI between 2 GTX 660's and when I benchmarked it in Heaven I got a 957, which I thought was unusually low. So I run it again, and MSI afterburner shows that the slave graphics card load is flatlining at 0% load whilst the master card is maxing out at 100%. My slave card's temp does not rise either, which I didn't immediately find odd because it's the bottom card. I have found no way of enabling SLI in Geforce Experience, but I have the cable in place and it's showing 2 gtx 660s in nvidia and all temperature monitoring software. How do I spread the load to the other gpu?

Edit: I have confirmed that both cards work; I tried plugging monitors into ports on both cards, but whenever I switched master cards the other one would just go to 0%. Even when the master was maxed out.

Well, first of all I don't have nvidia control panel. I am using Geforce Experience, which seems to take care of drivers and such... They don't really allow you to do anything manually.

Edit: After uninstalling Geforce Experience, I have installed NVIDIA Control Panel. Now, there is no option to enable SLI, but it shows both GPUs as available PHYSX devices.
