It sounds like you didn't seat the stock cooler properly. I think the stock cooler comes with the thermal paste pre-applied, so it might not be usable if you re-seat the heatsink. In that case you'll have to buy some thermal paste. If you do buy some new thermal paste, make sure you wipe off the old thermal paste from both the heatsink and the cpu (its often recommended to use a 90% alcohol solution, but 70% isopropyl from your local drug store works just fine).
no your cpu is running to hot. if your using the intel cpu cooler it not down on the cpu right. check that it locked in. if you have the money pick up a evo 212 cooler and replace the intel cooler if your case can take a tall cooler if not look for a cooler with a metal back plate and screws they fit better then the intel ones.

Are you doing over clocking?
Check you cpu cooler is seated properly. Are you sure thermal paste applied properly?
Ensure your case internal ventilation and air flow are ok.. you can feel the exhaust if temp is high..
