Hello These are my Specs And kindly help me whether it is ok or not.

Amd Fx8350
Asrock 970 Extreme 4
12 gb Ram {4x4}Gb {2x2}Gb
Saphire Amd R9 280x
Cooler Master Thunder 600w.

I don't like the power supply you chose/have or the motherboard used. I would not overclock the cpu on that motherboard. You may experience thermal throttling if you do. I wouldn't overclock on the stock cooler as well.
Otherwise, specwise your pc is good for ultra 1080p gaming.

Of course it will lag, the 280x isn't the highest end card on the planet, and even the fastest PC in the world can lag if you don't set your settings wisely.

Don't max everything, just use the settings that have noticeable impact in visual fidelity.

That didn't make a lot of sense what does that mean '' and even the fastest PC in the world can lag if you don't set your settings wisely'' the fastest pc in the world(for gaming) may have 4x sli titan z do you thing 4x titans wouldn't be able to handle even 8k? Also he was asking if its good not the best in the world.

Sorry about that, English is not my native language.

What I'm trying to say is that he needs to set the quality settings "wisely". His PC is good enough for 1080p High settings gaming. What I'd like to know is what resolution is he's on or what game and settings. Maybe he's on 4k or he's using 8xAA then that would explain the lag/low fps he might be experiencing

Also His PC is good enough for 1080p/60fps High Quality or 1080p/30fps Ultra gaming.

Now i can agree with you.But the fps on that res depends on the game, like he won't be able to play even on medium 1080p with 30-40 fps in ac4.

Newer games are demanding so I suggest the OP to "experiment" with settings to maintain playable frame-rates.
AC4 is a beautiful game so the 280x might struggle if everything is set to ultra.
