Those are what i've picked.
However, I' m pretty confused between the gtx 760 and the r9 280 right now. Which one should i get for the better value?

I would get the R9 280 if you can find it for a similar price to what you have listed.

I was curious as to why you are opting for the 3rd party CPU cooler. I would use that money to apply towards a better video card or larger hard drive.

For slightly less if you don't need the Z97 MB you can get a R9 290 GPU although you may wish to get a slightly bigger PSU :-
