I know google is your friend but can someone please help - I'm in process of building new PC and my local store has these CPUs:
- Intel Core i5-4690 - 183 EUR
- Intel Core i5-4690 Haswell refresh - 192 EUR

My question is what would I get from Haswell refresh and is it worth those 9 EUR?

Also very important question, please bear with me - does this motherboard support Haswell refresh? - MSI B85I (http://www.msi.com/product/mb/B85I.html#hero-overview)

You listed two identical numbers. Intel never makes different processors with the same number.

There was an i5-4670 Haswell and an i5-4690 Haswell refresh as well as the i5-4690K Devil's Canyon.

The Haswell refresh processor is a small tick faster than the original Haswell processor. The Devil's Canyon processor allows for better overclocking with improved TIM and some other OC-specific features.

For that motherboard, chances are you will need a BIOS refresh - if you are buying from a walk-in store, you should be asking them in the store and understand what support they will be able to give you.

On a related note, why would you buy a modern processor and an ancient chipset motherboard to run it on?

The store has probably erroneously listed the old i5-4670 (Haswell original) as the i5-4690 (Haswell refresh), for 183 EUR

Ask them to show you the cheaper one and if it is the i5-4690, get it for 183 EUR.

As for that motherboard, it will more than likely require a BIOS update in order to work with a Haswell refresh processor. That said, you cannot use the i5-4690 itself to do the update.

So to avoid getting stuck you can either get a Haswell original processor, or select a B97/H97/Z97 chipset motherboard that will work with a Haswell refresh processor out of the box.

Then check of it has the "K" in the number. In that case it's an overclockable i5 Devil's Canyon and you may want to spring for the Z97 motherboard. :)
