Internet connection 10x slower after downloading windows 8.1

HI.
I got my new Windows 8 computer recently and it's been amazing, it's incredibly fast, amazing for gaming. I installed two network adapters to get a good internet speed, I usually got around 2-5 MBPS (I'm supposed to get around ten, but 2-5 is plenty fast for most gaming). Last night, I restarted my computer and it started updating to windows 8.1. I thought you know, whatever. I heard good things about it anyway. This morning I turned it back on and rainmeter came up saying I was getting 2-5 KBPS. That's awful. How can I get it back up?
My wireless adapters:
802.11n Wireless LAN Card
D-Link DWA-140 Rangebooster N USB Adapter(rev.B2)

your D-Link DWA-140 Rangebooster N USB Adapter(rev.B2) contains a ralink 2870 chipset
it is pretty old, and has very old driver. I think the chipset came out in 2007 the drivers are likely to be very old.
(2009) the company made the chipset and sold the device to many vendors who continue to sell it today. Ralink company is no longer in business and any support has transferred to media tek.
so go to mediatek and download the current drivers for the USB RT287 device for windows.

looks like the first one in the list with a driver date of 8/13/2014

I am guessing winodows 8 puts the device into a low power state and the device just does not transition back to a high power state via the old device...

I am guessing winodows 8 puts the device into a low power state and the device just does not transition back to a high power state via the old device driver. (keeps the power antenna from getting proper power to transmit, and causes the error rate to go up, this causes windows to reduce the transmit rate) I would hope a new driver would help, otherwise you would have to go into the windows control panel power management and turn off some power settings. (to block sleep for the adapter, (would use more power))
