Depends on how you use it. Skyrim or Battlefield 4? If you don't need fps gaming then IPS panels is best. If you need speed speed then TN panel is a must.

This is a fast IPS panel, and I can't comment on speed but it could be a great balance between speed and accuracy. I mean, it is a IPS panel but a fast one (5ms), and IPS panels look better. Monitor:Acer H236HLbid 60Hz 23.0" Monitor ($129.99 @ Newegg)
I have a slower IPS panel monitor and a fast TN one, both are great for their respective uses. If I had to buy only one today I think I'd get the Acer (in this choice). I like the IPS quality and the Acer has a good refresh rate. It isn't a TN panel but not slow like high quality photo panels.
